Evoke is seeking a Deputy Program Manager to join our team!

Responsibilities

  • Responsible for all Contractor work performed under the contract
  • Provide Cost Forecasting experience and be able to respond to COR questions regarding contract cost estimation, variance, burn, etc.
  • Provide subject matter expertise, program management, program analysis and reporting, documentation, and/or strategic planning and overall management as required to support to the task order
  • Works independent of supervision
  • Oversees multiple task order under a contract end-to-end, and assists in the direction of projectlevel activity and associated team personnel
  • Responsible for the cost, schedule and technical performance
  • Participates in the negotiation of contract and contract changes
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the contract
  • Acts as primary point of contact for all activities, leading program review sessions to discuss cost, schedule, and technical performance
  • Maintains relationships with multiple clients
  • Manages all program activities and exercises control over personnel responsible for specific functions or phases of a program
  • Develops new business or expands the product line with the customer
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Directs the work of employees assigned to the program from technical and administrative areas
  • Provides project management support for the planning, implementation, and tracking of complex task area including planning, resourcing, implementation, control, and evaluation management
  • Experience directing cross-functional teams to deliver projects within the constraints of schedule, budget and scope
  • Manages program risk, including pre-project preparations and day-to-day operational aspects of multiple projects
  • Executes project close activities accurately and on-time
  • Oversees and develops a feasible plan for multiple projects occurring concurrently to ensure that the plan achieves the goals and objectives of the projects and aligns with the organization's overall business strategy

Professional Experience and Skills

  • PMP Certification required
  • Experience directing programs to develop, maintain, and leverage solutions
  • Ability to identify program and project problems and recommend solutions
  • Strong interpersonal skills with ability to interact with all levels of professionals in a team
  • environment
  • Excellent client-facing and internal communication skills
  • Ability to build and manage highly effective teams that are both on site and remote
  • Capable of developing/implementing professional development plans and career maps
  • Ability to work with leadership and Human Capital to resolve issues with clients and employees

Requirements

  • Must be able to provide strategic advice, technical guidance and expertise to program and project staff
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues
  • Consult with client to define need or problem; supervise studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
  • Required to have a current Top Secret (TS) Clearance with Sensitive Compartmented Information (SCI) Eligibility.

Required Education

  • Must have at least 10 years of experience and an MA/MS degree.

Security Clearance

  • Top Secret with Sensitive Compartmented Information (SCI) access required

Work Location

  • Remote with minimal time at DHS HQ in Washington, DC (~10%)
