Minimal Qualifications:
  • Master’s degree in a related field to assigned area;
  • 3 years related experience in compliance efforts
  • Significant legal, regulatory, and/or compliance experience at a higher education institution or in industry.
  • Demonstrated knowledge and understanding of emerging trends and regulatory requirements affecting institution of higher education, including, FERPA, Title IX, Clery Act, ADA, employment,privacy issues, and financial aid.
  • Demonstrated knowledge and understanding of Risk Management models and programs;demonstrated knowledge and understanding of risk mitigation strategies in a decentralized environment.

Preferred qualifications:
Preference will be given to individuals who possess:

  • Juris Doctorate
  • CCEP Certification

Work Hours
Normally scheduled Monday through Friday; however, may be required to work other shifts to include evenings and/or weekends. Schedule subject to change based upon department needs.
Compensation Starting salary from $78,355 to $83,056. A competitive benefit package is included.

Class Summary
Incumbent works in an administrative management role at district level in the Institutional Compliance and Risk Management areas, and provides key information, direction and recommendation for decision making. The position requires the ability to maintain a high level of confidentiality and discretion in all situations and circumstances.

Typical Essential Duties
Compliance:
  • Gives strategic and operational direction and coordination of college‘s ethics and compliance efforts, and provides compliance consulting and assessment services to district/campus units to promote compliance with applicable local, state, federal, and international laws and regulations.
  • Evaluating the effectiveness of the College’s compliance obligations and efforts and providing guidance to internal constituents on best practices related to compliance, including, where appropriate, assisting with developing, participating in, and maintaining training and education on relevant regulatory and compliance and risk management subjects.
  • Advising and collaborating with operational compliance owners and units in designing, implementing, and maintaining programs, policies, and practices to ensure compliance with federal, state, and local regulations or risk mitigation measures.
  • Consulting, collaborating, and/or coordinating on external and internal investigations of compliance issues and corrective action and process improvement plans, working with the specific compliance owners, units or departments who are the subject matter experts.
  • Risk Management/Environmental Health & Safety.
  • Oversees the reduction of risk and liability for the college.
  • Identifies, analyzes, and resolves issues related to safety or compliance; evaluates information, operations, and processes to eliminate risk and ensure safety and compliance.
  • Manages the college’s insurance and oversees the claims.
  • Manages the workers’ compensation program, to include overseeing operations related to filing claims, inspecting work areas or conditions, coordinating with insurance carriers, selecting healthcare providers, and overseeing the worker’s compensation claims.
  • Creates, implements, and maintains the college’s business continuity plan.
  • Oversees the Environmental Health and Safety program including hazardous waste disposal for the college.
  • Oversees and coordinates workplace safety trainings and advises on compliance and hazard-related issues, safety concerns, and other related matters; interprets and explains code and legal policies and requirements.
  • Provides leadership and oversight of college Title IX and Title VII efforts across the district to include educational programs and initiatives designed to educate employees and students on rights and responsibilities.
  • Serve as Title IX Coordinator for the District.
  • Oversight of OCR investigation policies, processes, investigation process and investigators.
  • Selects, trains, and oversees designated Deputy Title IX Coordinator(s) across critical areas of the institution; ensures investigators, adjudicators and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
  • Conduct compliance investigations/assessments to include Title IX and civil rights investigations.

Other Duties:
  • Develops and administers department and other assigned budgets; approves expenditures;reviews financial statements; manages financial operations.

Supervisory Duties:
  • Will supervise three direct reports.
